Unable to Enable ICU Locale Formats in an Org with Volunteer for Salesforce (V4S)/ Nonprofit Success Pack (NPSP) Installed Due to Low API Versions

Summary
In orgs with NPSP and V4S installed, you may have received an email letting you know that Salesforce was not able to enable the ICU Locale Formats due to Apex Class/Triggers/Visualforce Pages being on an API version less than 45.0 and asking you to upgrade them to 45.0 or higher.
We currently advise you to defer the enabling of ICU Locale Formats until Summer '25 Release. Refer JDK Locale Format Retirement and the Enable ICU Locale Formats Release Update where it states "Admins can request a deferral until Summer ‘25 (previously Spring '25) by following the below steps:
Go to Setup in the Quick Find box, enter User Interface, and deselect the checkbox next to Enable ICU locale formats as part of the scheduled rollout.
NOTE: Please make sure you remove all deprecated Apex Classes and Visualforce Pages in your NPSP/ V4S package to avoid any issues. Refer: Delete Deprecated Items from Your NPSP Org

Try enabling ICU Locale Formats by following this Article where NPSP/ V4S is installed.
You'll run into errors pointing towards low API Version
